Inbound links are links that came from the other sites to your site and Outbound links are links that came from your site to the other site. Because you do not have any control with those inbound links. It is the owner of that site or the web master who put that link and not you. So those inbound links will not harm your site where they came from. But, if you have some outbound links with that bad neighbors or for example you vote for that site that's the time your site will be penalized.
Now that you know what the qualities of a bad neighbor you can now start checking those sites that links to your site. One way to check if it is bad neighbor or if the site was penalized by Google is by typing "site: domainname.com", where "domainname.com" is the URL of the site that you are going to check.
